There should be exclusive list in the tax reforms.

Telecom can generate graphic of people usages in a particular states. From the stats they can remit the tax to the state.

Companies that have headquarters in a particular state should paid there tax to federal government which can then be shared by all states.

States that reject beer shouldn’t collect from the tax.

It’s even better to resolve the unworkable country we are only delaying the doomsday
