A majority of those delegates are not there as Tinubu's entourage. Billionaires like Elumelu, Dangote, etc are in Dubai for COP28 and are there with their own entourage and of course self sponsored.
Many Nigerians think it's the government that's sponsoring all the 1,411 representatives. No, that's not the case as the president's entourage is just a cut of that number.
