Honestly speaking, if it's true that the government borrowed $3.3bn to pay with $12bn worth of crude oil then it's indeed puzzling. Funny enough the deal is said to have happened in 2022 by the previous administration. Just when they were about to leave office. Tinubu should prob that because like Alhaji Atiku said, it's 'Puzzling.
