    Before the State Police will be launched, there should be a very strict, strong and clear condition put in place to avert all those things we've been afraid of concerning the State Police. No governor, political leader or anybody at all should be allowed to use the police in a manner it's not supposed to. The issue of immunity of some politicians should not be applied to Police use offenses.
