I understand the situation at hand now, we try our best to refer people to this web, if we're being honest, it's incentives that keeps the activity on this web alive, recently when it got reduced, a lot of people have lost interest and distanced themselves from the web.
The remaining relentless ones still see the web as beneficial despite the low payout. Something has to bring people out everyday from their caves to comment here and stay active, I'll plead that you consider the factors and reshuffle somethings.
