This has little or nothing to do with taking proactive measures. Flooding in Lagos is as a result of wrongful dealings. You cannot continue to sell waterlogged areas and expect not to get bitten by water in the long run. Places like Banana Island, Aja, VGC, Eko Atlantic City, etc are not suppose to exist. The reason is simple: portions of water were practically sold, sand filled and developed. For God sakes, Lagos state shares boundary with an ocean. What did you expect would happen?
