Of course, every single governor would claim his state is in compliance.. even the one that hasn't done a local election in 20 years like Anambra.
The compliance level is the problem.. no state has complied with LG autonomy up to 5%.. Local government is seen as a possession to be possessed and given handouts instead of a tier of government.. this is why our Primary Health Systems suffer, our Primary Schools are almost dead.. local internal roads are in tatter..
They treat SIEC like a State property instead of an Electoral Umpire and write results for them to announce..
