This has always been the plea of the Pope but yet the poorer nations are notorious in mismanagement. I don't see anything wrong with debt pardon, infact it's the principle and teachings of Christ Jesus (The Lord over all) however we should make sure that those debts to be forgiven the money therefrom was properly utilised by the government of these poor nations.

Funny enough the colonial-era troops aren't our problem or problem of Senegal. Now take for instance, in Afghanistan, Iran, Iraq, Syria, Somalia, Kenya and host of other countries who aren't housing colonial troops isn't there terrorism and terrorists there?
