YouTube monetization (actually called "Youtuve Partnership program) requires two things
1. that you have up to 1000 subscribers
2. And you gain 4000 watch hours from your videos.
Then you can apply for monetization.
If you are using phone, download "YouTube Studio" on playstore to track them
